If someone is putting protection on a pick, you have to stipulate what you're getting if it ends up protected

Yeah, I've never heard of protected picks working like that. happened in UOSLR as well, if you dont designate to me the protection, I will assume there is none, in the NBA its done like that on occasion...protected for a while, then cash considerations
